项目摘要

筑豊地域の公立図書館のなかでは資料の保管状況が良好な田川市立図書館を研究拠点に、貧困家庭に対する教育的な支援ネットワークが地域でいかに形成されていたのかを探求すると同時に、生活保護世帯の教育的な支援を展開する際の理論枠組みの構築に向けた研究をおこなった。また、他地域調査(長崎県香焼町(現長崎市)、大阪府箕面市)も並行して進め、今後の研究展開において有益な情報も相当得られた。本研究の結論としては、当初予測した公民館主事(地域社会教育行政職員)による生活保護世帯に対する教育的な支援活動の地域的な普及状況は、嘉飯山地区(嘉穂郡、飯塚市、山田市)以外では確認できないということである。むしろ、社会教育行政のみならず、学校教職員や住民の自主的かつ組織的な運動のなかで、生活保護世帯の教育問題が問題視され、対応が図られていくという、筑豊地域内部での対応の差異が浮き彫りになったといえる。また、筑豊地域では識字運動や同和教育実践と生活保護の問題が関わってくる側面があるのであるが、従来の多くの研究がこの点にあまり注目してこなかった。しかし、たとえば、田川郡川崎町でおこなわれた識字運動を契機に、部落解放に向けた学習が進むなかで、生活保護受給を辞退するケースなどもでてきている。このことは、住民の学習運動が新たな生存状況を切り拓く可能性があることを示唆している。このような歴史研究を通じて明らかとなった、筑豊地域の事例を踏まえ、生活保護世帯に対する教育的支援においていかなる「前提」が必要となるのかについて、理論枠組みの提起もおこなった。ここでは、就労自立を目的とする生活保護制度ではあっても、保護受給者に対しては一定の「時間」を保障する、成人の学習権保障の視点が必須であることを示した。なお実施したインタビュー調査の結果を十分に反映させていくことは、今後の研究のさらなる発展に向けた第一プロセスとしたい。

The results of the survey reflect the progress of future research.
