项目摘要

平成23年度は、1、日韓の海と湿地の保全史、2、韓国全羅北道群山市におけるセマングム干拓事業の影響の2点を課題として研究活動をおこなった。1、本研究課題である韓国セマングム干拓事業は、工事着工当初から自然環境への影響の甚大さが懸念され、また地域間の葛藤を抱えていた開発事業である。セマングム干拓事業への市民側の異議申し立ては、韓国国内の環境NGO、NPOの協力によってなされているが、彼らはまた日本の干拓事業にも関心を寄せ、日韓の湿地保全ネットワークを構築しようとしている。研究代表者は、韓国の湿地運動の現地調査をおこない、実際の活動者たちへのインタビューを行うなかで、思いがけず日本の干拓事業へ異議申し立てを行った日本の人々の影響を知る。そこで、23年度は日本の干拓事業および湿地保全史に焦点をあて、資料収集と関係者インタビューを行った。それにより、日本の諫早湾干拓事業の見直しを訴えた故・山下弘文氏が、2000年というセマングム干拓事業工事の本格的着工以前に、韓国現地で、干拓の見直しを訴える会見を開いていたことが明らかになった。これを契機とし日韓国の湿地保全関係者は個人レベルでの交流を続け、2008年にはラムサール条約国会議COP10で日韓NGO共同で「水田決議」を提案するまでに至っていた。2.2011年8月に韓国全羅北道群山市で、資料収集および関係者へのインタビューを行った。これまでセマングム干拓事業湾内の漁場の移動と漁法の変化を追っており、今回の調査によって、工事の影響で淡水化が進み、現地漁業者たちが新たな漁法を開発していることが分かった。セマングム干拓事業の内部工事は継続している一方、現地住民への補償は終了している。変化する海・干潟を前に住民たちがいかに生活再建を行うかという記録でもある。
