项目摘要

平成17年度の研究では、諫早湾干拓事業を巡る一連の問題、有明海異変の現象について、二つのテーマに沿って研究を進めた。一つは(自然科学系の)研究者がこの問題に対してどのようなスタンスで関わり、何を解明しようとしているかである。もう一つは漁民を中心とした住民の生活困難という社会問題が一体いかなる意味をもった問題なのかである。前者について、有明海異変に諫早湾干拓事業が影響を及ぼしているかどうかの因果関係の同定をテーマに、海洋工学系や生物系の立場からの研究が進んでいる。現地でのデータ収集を行いながら研究を積み重ねている研究者の多くは、一定の影響の存在を示唆していることがわかったが、工学系と生物系とでは問題の置き方に大きな違いがある。工学系は潮流や水質の変化がどのように変化したかという有明海全体規模の物理現象の解明に最大関心があるのに対し、生物系はもっと細かい生き物の生態変化を見ようとしている。両者の議論はスケールが異なっているし、人と自然との関わりに対する姿勢に根本的に違いがある。また、いずれも漁業への影響までは視野に入れているにせよ、漁民生活の困窮や地域社会の崩壊といった社会事象は射程から完全に外れている。諫早湾問題が社会問題である以上、自然科学的知見と社会現象とを結びつける媒介項が必要であり、その意味でも本問題に対する社会科学系の研究が絶対的に不足していることが指摘されよう。後者については、漁民にとってこの問題は仕事を失うこと、そして地域に住めなくなることを意味している。有明海の異変を自然環境破壊や公共事業論、食糧安保論などで一般化、抽象化、普遍して捉える向きもあるが、人が地域で住まうこと、地域と関わって暮らしていくことの意味を再確認し、このような地元住民にとっての個別具体の視点(=<生活の論理>)で問題を理解する視点と姿勢、並びに方法の検討が必要である。
