项目摘要

今年度は、主に学校選択問題における公平性の概念に関して研究成果をあけた。具体的には、通学区域講造の入っている学校選択問題においてマッチングおよびメカニズムの公平性を定義し、メカニズムの公平性が耐戦略・個人合理性という二つの重要な性質とは常に両立しえない不可能定理を示した。その上で、通常区域偏重選好のクラスのもとで、既存の受入保留方式やトップ・トレーディグ・サイクル方式よりも公平なメカニズムを講築できることを示している。マッチングの公平性は次のように定義される。まず、あるマッチングにおける通学区域間の支配関係を定義する。ある通学区域1が別の通学区域2を支配するとは、通学区域2に住んでいるどの生徒iと通学区域1に住んでいるどの生徒jに対しても、jの受けとる確立的な割り当てがiの受けとる確率的な割り当てよりも、iの選好に照らして確率支配の意味で好ましいことと定義する。あるマッチングμが公平であるとは、(1)同一通学区域ないで同じ選好をもつ生徒同士は同じ割り当てを受けとり、(2)通学区域間の支配関係の集合がμよりも厳密に小さい、(1)と個人合理性を満たす他のマッチングμ'が存在しないこととして定義される。メカニズム公平であるとは、すべての選好に対して公平なマッチングを導くことと定義する。上で述べた限られた選好のクラスでの公平メカニズムとは、直観的には不人気な学校の通学区域の生徒をより優遇するようなくじ引きルールを用いるものである。本研究の重要性は、マッチング理論において新たな公平性概念を提唱し、それを達成する方法を提案することである。ここで定義された「通学区域間の格差の縮小」は理論のみらなず現実の学校選択においても大きな関心を集める問題である。
