本研究の目的は、障害に対する社会認識の変遷と差別意識の形成の歴史を、その時々の政策や社会経済、文化的な背景などを含む史実に照らし合わせながら、詳らかにすることにある。その手法として、福祉政策や社会保障の充実において常に国際社会の中でも先駆国であった英国および近隣国と、急速な経済発展の影でどちらかといえば福祉や人権、保障の分野において他の先進国に遅れをとってきたといわざるを得ない日本社会との比較によって、障害に基づく差別的制度と実践の起源を社会学的観点から紐解くことを試みる。いわばこの課題は、障害をめぐる社会集団の意識や規範と、包摂か排除かでは割り切れない社会の成層化の一側面を究明するものであり、最終的には、障害者の自立と保障の均衡点を模索する現代社会に一定の示唆を導くことを目指すものである。初年度に当たる本年前半では、日本において障害者本人を含む家族と、就業支援団体および企業等の担当者に聞き取りを行った。また後半では、英国において参与観察を行うとともに、当該者へのプレヒアリングと情報収集、また国内外の古典を含む文献調査とともにアクセシビリティ調査を実施した。その結果、本年度の成果として次の予備仮説を得た。東西を問わず前近代から連綿と受け継がれてきた障害者に対するスティグマは、近年国際社会の合意のもとで進められている合理的配慮に基づく外的・物理的な包摂だけによっては真に排除することはできない。なぜならば、国や時代を問わず、差別の起源が、障害や異形に対する人々の意識に強く依拠しているからである。したがって、人々の意識や態度および社会集団の規範といった内的な包摂・排除の仕組みを丹念に考察していくことが、障害をめぐる社会の成層化の過程を究明することにつながると考えられる。なお本課題は今後、内閣府「最先端・次世代研究開発支援プログラム」事業に受け継がれる。
