In this study, the theory of highway planning and financing was reviewed. Distance-based charges employed in Europe was then reviewed and compared in order to discuss the cost allocation of the future road maintenance planning. Distance-based charges using GPS is suitable in our country, however, it is important to estimate and assess not only the revenue source but also the influence on transport and environment.

本研究对公路规划与融资的理论进行了回顾。然后对欧洲采用的基于距离的收费进行了审查和比较，以讨论未来道路维护规划的成本分配。基于GPS的距离收费在我国是适用的，但不仅要估计和评估其收入来源，而且要估计和评估其对交通和环境的影响。
