This study aims to analysis the effect of financial assistanceand saving on the relaxation of poverty in China（in case of inland area and coastal area）.As a result, we found the following facts:(1)Financial assistance had a few effect step by step, but it is limited to certain area.(2)Social network or saving between family(includes migrant workers) work as their life maintaining ,made up for it .

本研究旨在分析中国（内陆地区和沿海地区）的财政援助和储蓄对缓解贫困的作用，结果发现：（1）财政援助的效果是逐步显现的，但其作用范围是有限的;（2）家庭（包括农民工）之间的社会网络或储蓄作为他们生活的维持，弥补了这一点。
