本研究は、19世紀後半～20世紀前半の東アジア（インドシナ―日本―シャム（タイ））をめぐるフランス帝国の人的ネットワークに焦点を当て、そこからフランス帝国の構造実態と歴史的意義を明らかにするものである。令和4年度は、各系ごとに多種多様なアクター調査・分類する計画であった。計3回の研究会と1回の海外史料調査を行なった。岡田（代表）と岡本（分担）は、フランスの海外文書館および外務省文書館において、①外務省系、②植民地省系、③植民政府系（主に仏領インドシナ）の複数の官僚の個人データについて史料の調査・収集を行なった。19世紀末後半～20世紀前半にかけてフランスの本国と東アジアを政治的、行政的、経済的に繋げた重要なアクターを見出した。特に岡本は、制度化と専門職化が推し進められた19世紀フランスの官僚制度において、外交官の性質変化を解明し、幕末期の日本に赴任したフランス人外交官が、その性質変化にどのように位置づけられたのかを解明した。ここで得られた研究成果は、「近代フランス外交官制度における幕末期日本―幕末期の日本に赴任したフランス人外交官の背景をめぐって―」として、『神戸大学史学年報』第37号（2022年6月刊行）に掲載されることとなった。また、本研究において重要な要素である、19世紀後半～20世紀前半にかけて東アジア（中国、日本）・東南アジア（タイ）に赴任したフランス人外交官に関する個人データを多数収集できた。これらの史料から、フランス帝国の東アジア・東南アジアにおける政策意図を外交官ネットワークの観点から明らかにできると考える。この成果は、シャムとフランスを中心とした列強諸国の人的ネットワークの全体像を把握するため、各国の駐シャム公使、およびシャム政府が雇用した外国人顧問官に関する情報を網羅的に調査し、データベース化を行なっている日向（分担）の成果に結びつくはずである。

This paper aims to clarify the significance of the structural state and history of the Japanese Empire from the second half of the 19th century to the first half of the 20th century. In 2004, the Ministry of Education and the Ministry of Education conducted a variety of research and classification projects. Three research meetings and one overseas historical investigation are planned. Okada (representative) and Okamoto (shared) are responsible for the investigation and collection of historical materials by a number of officials from the Ministry of Foreign Affairs, the Ministry of Foreign Affairs, the Ministry of Agriculture and Forestry, and the Ministry of Agriculture and Forestry. From the end of the 19th century to the first half of the 20th century, political, administrative, and economic issues emerged. In particular, Okamoto's institutionalization and professionalization have been pushed forward since the 19th century, and the nature of the diplomat has been clarified since the end of the Japanese era. The results of this research are published in "The Background of Diplomats in Japan at the End of the Modern Era","Annual Report of History of Kobe University" No. 37 (June 2022). The important elements of this study are: from the second half of the 19th century to the first half of the 20th century, the East China (China, Japan), the Southeast China (Japan), and most of the individuals who served as diplomats. The historical materials of the empire were published in the East and Southeast, and the policies and ideas of the diplomats were published in the East and Southeast. The results of this research include the investigation and sharing of information on the employment of foreign consultants by the governments of the three countries.
