Community Chest which began in 1947 has been subsidizing the poor welfare facilities , elderly persons and disabilities. And flow in the reform of Community Chest from 1999 have a role that create social capital in order to support the community welfare. Community Chest came to be used to create a network of people who live in the area. However, understanding for the civic community chest is not enough, and the amount of donation decreases. This study is intended to make clear the method to carry out the new mission of the Community Chest.

1947年开始的公益金一直在资助贫困的福利设施、老年人和残疾人。而在1999年开始的公益金改革中，流动性具有创造社会资本以支持社区福利的作用。社区公益金被用来建立一个居住在该地区的人的网络。然而，市民对公益金的认识不足，捐款数额减少。本研究的目的，在于厘清公益金如何实践新的使命。
