This study aims at describing the history of Japanese public libraries from the standpoint of 'local collection'. The survey about 'local collection' was targeted for the libraries of 2 areas, Santama(Tokyo) and Niigata. The former have started after World War II and been continually engaged in 'local collection' activities until today, while the latter had been started since before World War II and been extremely active in 'local collection'. Based on data obtained through several investigations(literature research, interview research, field survey), the researcher summarized the record of local collection activities in their respective libraries.

这项研究旨在从“本地藏品”的角度描述日本公共图书馆的历史。有关“本地收藏”的调查是针对2个区域的桑塔玛（东京）和尼加塔的图书馆的。前者已经在第二次世界大战之后开始，并一直从事“本地收集”活动，直到今天，后者自第二次世界大战以来就已经开始，并且在“本地收藏”中非常活跃。基于通过多项调查获得的数据（文献研究，访谈研究，现场调查），研究人员总结了各自图书馆中当地收集活动的记录。
