A Politico-Anthropological Study of Environmental Administration and the Reconstruction of Value Systems in Rural Societies in Bhutan

尽管不丹一直被认为是环境友好型国家，但最近的政治转型正在逐渐影响其属性。本研究旨在了解在民主化的不丹保护区内重建社会价值体系的过程。通过深入的田野调查和档案工作，我考察和描述了林场、公园当局、区长、农民、牧民、僧侣和宗教治疗师之间对价值体系的日常否定，他们认为在选举制度启蒙了人们选择政府和更好生活的权利后，他们应该依靠价值体系。虽然保护制度中的制度形式逐渐支配着人们的态度和信仰，但宗教和文化习俗有另一条途径到达政治领域，就社会中的环境价值观进行谈判。

Although Bhutan has been known as environmentally friendly country, recent transformation of the polity is gradually affecting its attribute. This study aims to understand the process of reconstruction of the value system of the society locates in the protected areas in democratizing Bhutan. Through intensive field work and archival work, I examined and described daily negation between forest yards, park authorities, district heads, farmers, pastoralists, monks and religious healers over the values system which they think they should rely on after the election system enlightened peoples about their right to chose the government and better life. Although institutional formality in the conservation system gradually governs people's attitude and belief, religious and cultural practices has alternative route to reach at the political sphere to negotiate over environmental values in the society.
