A Study on Administrative Dispute Resolution System in Japanese Local Autonomy Law

本研究旨在构建适合日本地方自治法的纠纷解决制度模式。在本研究中，我们通过与东亚国家(特别是韩国)的制度进行比较，明确了现行制度存在的实际问题。主要研究结果如下：一是掌握了我国公民投诉制度的实际情况，明确了存在的问题。在此基础上，找出了适合审计委员会成员对公民投诉进行财务会计审计的方法。出版了有助于审计师执业的方法一书。第二，澄清了行政长官与议会发生纠纷时，地方政府机构纠纷解决制度的实际问题。到目前为止，这个问题在学术研究中一直被忽视。

This is a research to build a suitable model of the dispute resolution systems in Japanese Local Autonomy Law. In this research, we found practical problems of the current systems clearly by comparing with the systems of East Asian countries (especially Korea). The main results are following two.First, we grasped the actual condition and clarified problems of the Citizen Complaints System. Then, we found the suitable method of the financial accounting audit by audit committee members for the Citizen Complaints. The book about the method, which helps the auditor's practice, was published.Second, we clarified the practical problem of the dispute resolution system in the local government organization, in case of the dispute between the chief executive and the assembly. The problem was overlooked in the academic research until now.
