In this study, action research was conducted toward the establishment of a network of nurses in the field of disaster response and the provision of disaster nursing education (training) to clarify changes in the approaches of research participants themselves and illustrate the usefulness of mutual support.Over a total of 17 workshops, a disaster nursing education (training) program was formulated and implemented. The action research not only motivated participants to recognize the importance of disaster nursing but also prompted changes in their approach to daily nursing practice and other considerations. At the post-research stage, the establishment of an organization named Hokkaido Disaster Nursing Support Communication was decided upon to support continued implementation of the program and ongoing networking among local disaster nursing personnel.

本研究以灾害应对领域的护士网络的建立和灾害护理教育（培训）的提供为目标，进行了行动研究，明确了研究参与者自身的方法变化，并说明了相互支持的有效性，通过17次研讨会制定并实施了灾害护理教育（培训）计划。行动研究不仅促使参与者认识到灾难护理的重要性，但也促使他们的日常护理实践和其他考虑的方法的变化。在研究后的阶段，决定成立一个名为北海道灾害护理支援通信的组织，以支持该计划的持续实施和当地灾害护理人员之间的持续网络。
