项目摘要

木材加工産業の過剰生産,森林火災や違法伐採,開墾によって,1990年代に入るとインドネシアの天然資源の枯渇が顕在化し,近年では木材生産量が減少を続けている。したがって,それまで天然林に依存して発達してきた木材加工産業は縮小・再編だけでなく,原木調達方法においても変化を余儀なくされている。本研究では,1990年代までの天然林時代に対し,今口のインドネシアの状況をポスト天然林時代ととらえ,その中で木材加工産業の用いる原料がどのように変化してきたか,人工林材がどのような位置を占めているのかを分析する。「これまでの調査・研究1では,人口稠密で土地権利が画定しているジャワ島においては,天然林材を使用する工場が減少していること,私有林材を使用する工場が増加していること、そして,私有地において農民との契約造林を行っている工場が存在することを明らかにしだ,今後人口増とともに拡大すると考えられるジャワ島の木材需要は,私有林材,そして契約造林という原木調達・確保の方法によってまかなわれていくと考えられる。このジャワ島に比べ,人口希薄で,土地権利や境界の画定が進んでおらず私有林が創出されにくい土地柄であるジャワ島以外の島々(以下,外島)においても契約造林を実施する工場が存在した。そこで「これからの研究」においては,外島においても私有林林業が成立するメカニズムの解明を目的とした。そのために,外島において契約造林を行っている木材加工工場を対象に,その経営方法および地域住民(私有林所有者・労働者)との関係,そして土地権利の状況を調査し,工場が行う投資はどれほどの採算がとれるのかを明らかにする。それをもとに,外島とジャワ島の木材加工工場が行う契約造林の土地権利の状況と採算性を比較し,最終的に,インドネシアにおいて私有林林業が成立するための条件を提示する。実施状況1)昨年度実施したカリマンタン島の従業負数100名以上の全ての大規模工場(38工場)に対する電話インタビューの結果から,特徴的な工場を数社選び出し,訪問面接調査を実施した。2)上記の訪問面接調査の他に,林業省および州・県の森林局における私有林政策に関する聞き取りを行った。

Overproduction in the wood processing industry, forest fires, illegal logging, and land reclamation have led to a decline in natural resources since the 1990s and a decline in wood production in recent years. The wood processing industry is dependent on natural forests for development, and the wood processing industry is shrinking and reorganizing. This study analyzed the changes of raw materials used in wood processing industry in China and the position of plantation materials in the natural forest era in the 1990s. "Survey·Research 1" However, due to the dense population and the lack of land profits, the number of factories using natural forest materials has decreased on the island, and the number of factories using private forest materials has increased. However, it is clear that there are factories where farmers and contract afforestation are carried out on private land. In the future, the population will increase and the island's timber needs will increase. Private forest materials will be needed. Contract afforestation will be carried out. Log adjustment will be ensured. The island is relatively small, the population is expected to be thin, the land is profitable, the boundary is determined, the private forest is created, the land is handled, the island outside the island (hereinafter, A Bing), the contract afforestation is implemented, and the workshop exists. The purpose of this study is to clarify the existence of private forest. In addition, the management method of wood processing plant in the process of forest contract operation, the relationship between the management method and the local residents (private forest owners and farmers), the investigation of the land use situation, the investment in the plant operation, the investment in the mining and mining, and the investigation of the relationship between the management method and the local residents. In the end, the conditions for the establishment of private forest were suggested by comparing the land use and profitability of wood processing plants on the island. Implementation Status 1) Last year's implementation of the survey was conducted in all large-scale factories (38 factories) with more than 100 employees. 2)The above interview was conducted in connection with the investigation of other aspects of the private forest policy of the Ministry of Forestry and the State Forestry Bureau.
