2013年度は、前年度に引き続きガバナンス改革が地方行政と地域住民の生活に与えた変化を把握することを目的に、主として、①2013年7月の第5期国民議会選挙の前後に、首都および地方において、主要政党の選挙集会と選挙運動の観察や、政党・行政・NGO関係者、内務省の地方行政担当者や地域住民への聞き取り調査を実施したほか、②公務員制度とその実態に関する調査を実施した。上記①に関しては、聞き取り調査を実施した3州では、地方行政機関の末端に当たる行政区・地区評議会が設置された2002年以降、行政区・地区レベルの行政は住民にとって以前よりも身近な存在となったという声や、行政サービスが徐々に向上しているとの声が多く聞かれた一方、2010年の反汚職法制定後も行政サービスの提供に絡む汚職が絶えないことや、選挙人名簿の登録や管理が適正でないことなどを公然と批判する住民が少なくなかった。地方分権化の導入は、2000年代を通じて人民党一党支配の強化につながった一方、中長期的にみれば、地方行政の透明性や説明責任、参加などに対する地域住民の関心を徐々に高めることになったと考えられる。上記②に関しては、現地の研究協力者(公務員庁の官僚)の協力を得て、公務員制度の変遷と改革の方向性、とりわけ採用・研修制度や給与体系に関する文献・資料収集を行うとともに、関係者への聞き取り調査を実施した。調査の結果、1980年代の「党国家」体制下の公務員のリクルート制度、内戦後の紛争各派の統合による公務員の増加、2000年代以降の公務員制度改革といった、制度の変遷とその背景を把握することができた。また、公務員の採用や昇進における縁故主義の実態や給与体系の問題など、ガバナンスの改善に向けて克服すべき課題が明らかとなった。
