项目摘要

研究の最終年度となる本年度は、主に次の2つの作業に従事をした。1つは、米国の高等教育機関に対する個人寄付額に影響を与えたと考えられる連邦政府の評価性資産に対する慈善寄付控除制度の変遷と、その改正論議における高等教育関係者の証言内容の分析を行い、米国の高等教育関係者が慈善寄付控除制度というものをどのように位置づけ、活用してきたか把握した。1980年代から90年代前半の連邦議会公聴会議事録をはじめとする当時の資料の内容分析より、当該制度は税の公平性や簡素化という観点から、制度の正当性に対する社会的批判がなされてきた一方で、高等教育関係者は米国の大学の教育研究の質、高等教育の多元性、及び、教育機会の確保を維持していく上で当該制度の存在が不可欠であるという認識を示してきたことが確認された。また、そのような主張は、特定の大規模研究大学のみならず小規模カレッジからもなされており、特に、1980年代後半に当該制度が一部制限された際、複数の大学で寄付額が減少したことが、公聴会の場や議員への直接的陳情を通じて示されてきたことが見出された。2つ目は、前年度の研究過程で構築した、1970年代から90年代の米国の個別高等教育機関に対する個人寄付額等の情報を含むパネルデータセットの分析を行った。分析の結果、各高等教育機関が有している固有の特性の影響を統制した場合においても、評価性資産に対する慈善寄付控除制度の存在と資本市場の拡大という複合的要因は、米国の高等教育機関の個人寄付額の変動に影響を持っていることが推定された。また、当該制度は、複数の大学類型の個人寄付額の推移に影響力を持っており、米国の高等教育への寄付拡大に寄与していたことが見出された。以上の研究成果は、学会発表のみならず、政策実務担当者や研究者が参加するワークショープ等で報告を行い、今後の日本へのインプリケーションを含め、出席者と議論を深めた。
