项目摘要

平成25年度は最終年度であり、成果の取りまとめを意識しながら国際連盟の普遍的ガヴァナンスに関する研究を進めた。本年度において公刊された具体的な成果として、「『普遍的』な国際連盟の模索―1926年の理事会拡大改革とチャコ紛争(パラグアイ・ボリビア紛争)」が『国際関係論研究』第30号に掲載されている。国際連盟のガヴァナンスの地理的拡大を連盟理事会の構成の変化と結びつけ、さらに拡大後の普遍的国際機構としての連盟と地域的枠組みの間に築かれた関係について論じたものであり、「国際連盟のグローバル性の再検討」という研究課題に正面から取り組んだ論文である。この他、8月には「笹川日中友好基金日中若手歴史研究者セミナー」(平成25年8月26日、於長崎歴史文化博物館)で、満洲事変以前の中国の対外紛争に連盟が介入することについて、日本やイギリス、中国で展開された議論を分析する報告を行なった。続く9月にジュネーヴの国際連盟文書室、ロンドンの国立公文書館や大英図書館、オックスフォードのボドリアン図書館へ史料調査に赴いている。この調査で収集した史料により、上述の報告を発展させて論文の形式にまとめており、学術雑誌に投稿する予定である。このように、「国際連盟のグローバル性の再検討」という研究課題は、平成25年度に順調な進展を遂げた。また、単に戦間期の国際連盟研究に寄与する知見だけではなく、国連憲章第51条、52条や安保理の地位、常任理事国の拒否権にもつながる議論が1930年代にかなり詳細な形で行われていたことが判明しており、国際連合の起源を従来よりも遡った形で明らかにすることができるであろう。平成26年5月に所属機関で博士論文のプロポーザル・コロキアムを実施し、そこで得られたコメントを踏まえたうえで早急に博士論文の形式にまとめる予定である。

Articles 51 and 52 of the Charter of the United Nations support the status of the Security Council and the refusal of permanent members.
