项目摘要

研究課題を遂行するにあたり、研究計画1年目の2019年度は国際連盟期を中心に研究を進めた。まず、国際連盟期の普遍主義・地域主義の関係についての研究の集大成として『国際連盟――国際機構の普遍性と地域性』をまとめて東京大学出版会から刊行した。これらの成果は本研究課題の基盤となるものであり、国際連合につながる連盟の活動や連盟像の変化に焦点を当てて研究計画を遂行した。創設過程で想定された連盟の役割と始動後の連盟の実際の姿にギャップが大きく存在したことについて、東アジア近代史学会2019年度大会シンポジウム「第一次世界大戦後の東アジアと秩序の変容」で、「多義化する「新外交」――東アジアにおけるウィルソン主義と国際連盟観の対立」という報告を行っている。この報告は論文化したうえで、『東アジア近代史』第24号に掲載される予定である。また、国連における第三世界諸国に対する開発援助の起源を探るため、1930年代に入り開始された連盟と非ヨーロッパ諸国の技術協力が実行に移される過程を明らかにしている。中国とリベリアの事例を中心に検討している。これについては、中国社会科学院近代史研究所、イギリス国立公文書館、大英図書館、ロンドン大学東洋アフリカ研究学院、ウェルカム財団図書館、オックスフォード大学ボドリアン図書館、ハーバードビジネススクール・ベイカー図書館で史料調査を行った。受入教員の細谷雄一教授の指導を受けつつ国連創設期の研究にも取り掛かった。イギリス国立公文書館で関連する史料を収集した。1930年代の連盟改革論の議論を経て連盟の経験が「教訓」化され、表面上は連盟と断絶した「新連盟」として国連構想が練り上げられていく過程を明らかにする作業を進めた。今後は国連期により重心を移して初期国連の連盟との継承と断絶を検討する。
