国際開発については、第二次世界大戦後を焦点として「帝国から国際機構へ」という問題意識から多くの優れた研究業績が近年刊行されている。また、アメリカの「ニューディール」に国際開発の起源を見出す視点も定着しつつある。一方で、国際連盟と国際連合という国際機構間の継承については統計の整備をはじめとした「知識」の体系の確立などが明らかにされているものの、実行されたプロジェクトが国際開発史のなかに適切に位置づけられているとは言い難い。また、アメリカ以外の国内開発も一国史や地域史の枠を出て相関の解明や比較が行われることは稀である。本研究は、国際機構間の継承、アメリカの非公式帝国と戦時の兵站や後方開発から第二次大戦後の開発の継承、そして戦前から戦後に至る日本の国内開発の展開を国際開発史のなかに位置づけることを目的としている。なぜ戦間期に開発という概念・営為が誕生したのか、そしてそれは第一次世界大戦以前の地方振興とは何が違うのであろうか。開発は脱植民地化とナショナリズムがグローバルに拡散する時代の始まりにおいて、国家建設に必要な「外部」からの資本や技術の導入とナショナリズム及びローカリズムに生じる緊張関係と「社会の発見」が交錯する点で誕生した。国家建設を促進する国際開発とナショナリズムの緊張関係は国際連盟時代に既に表出している。加えて、「社会の発見」がもたらす代議制と革新官僚や植民政策学の競合も国内開発の過程で見出すことができる。また、「技術」や「学知」の非イデオロギー性の覆いの起源もこの時代になる。こうした開発の戦間期的特徴を明らかにした上で、それがどのように第二次世界大戦後に引き継がれたのかも論じる。それは戦間期と冷戦で何を共有していて、何が決定的に違うのかを明らかにすることにもつながるだろう。
