项目摘要

本年度は初年度であるため、まず、先行研究の精査と課題の明確化を行った(4月～9月)。(1)「子どもの貧困」に関する国内外の先行研究・調査結果を精査した。その結果、「子どもの貧困」と学校内の問題行動や低学力、子どもの不健康や学校外での非行とのつながりが多く見られる点が問題点として浮き彫りとなった。そうした貧困問題への対応は、学校を中心に福祉関係者や警察を含めた各種団体との連携、および校内での連携、さらには家庭を含めた受け皿としての地域との連携の必要性が示唆された。(2)次に、「ソーシャル・キャピタル」に関する国内外の先行研究・調査結果を精査した。ソーシャル・キャピタルの効果として、子どもの学力向上や問題行動の低減のみならず、人々の健康向上が世界的に指摘されており、貧困に端を発するさまざまな問題へのソーシャル・キャピタルの有効性が示唆された。以上、(1)と(2)の精査を受け、本年度は学校を拠点とした各種団体、機関、個々の住民とのつながりを構築するための貧困状況の把握を試みることにした。→文献精査の結果の一部について、下記にあげる報告書作成の一部として発表した。並行して、調査対象地の選定と調査依頼を行った(4月～6月)。そして、貧困問題を抱える一中学校でのあらゆる活動に関する調査者の出入りが許され、フィールドワークをはじめとする各種調査の活動が可能となった。6月以降は、「子どもの貧困」状況を把握するための調査を開始した。それらは、(1)週1回開かれる、学校生活に課題を抱えた子どもに関する会議への参加、(2)地域連携に関する活動への参加、(3)「子どもの貧困」に関する聞き取り調査である。→結果の一部について、学会発表する予定である。
