本研究は、大規模集団での成員による安定的な相互協力の達成に、いかにして制度罰が貢献するか、またその発生基盤は何かを、主に実験手法によって明らかにすることを目的としている。平成25年度の研究計画では、、①制度的罰の概念とモデルの整理、②リーダーによる懲罰行動を規定する内的要因を探る実験、③同行動を規定する外的要因を探る実験の３つを行う予定であった。このうち①については、日本国内の制度罰についての研究者とカンファレンスを開く予定だったが、申請者の転出のため、研究期間が4ヶ月弱しかなく、スケジューリングが困難だったため、国内各研究者の大学への出張と国内外の学者とのスカイプミーティングを通じて、制度罰概念の整理を試みた。その結果、制度罰は、少人数のコミュニティによる個人罰が発祥であること、その個人罰は当初個人的な「復讐」など、感情に基づいたものであった可能性が高いこと。その後、コミュニティ維持のために、感情よりも理性と機能に重点を置くリーダー罰が発達し、それに適したものがリーダーとして集団を率いていた可能性が高いこと、そして制度罰はリーダーだけではなく、コミュニティ維持に貢献する第３者機関として、組織化、制度化されていったことが共通知識として議論された。問題は、制度罰のルーツとなる、「安定的なリーダー罰」の発生がいかに可能であったか、そしてリーダーから制度罰への移行を可能とさせる条件は何か、という点であり、この問題について②、③の実験を４つ行った。その結果、リーダー罰発生のためには、リーダーのとなる人物の罰を与える能力がぬきんでており、リーダーはコミュニティ貢献とは比較的無関係で、かつ罰の維持のためのコストを払わない成員とコミュニティに非協力的な成員の両方を罰する必要のあることがわかった。これによりリーダー罰および制度罰の原型が発生する要因をある程度まで特定することができた。
