项目摘要

本年度は、「近代日本における政軍関係の構造に関する研究」を構成するものとして、戦前日本の軍事官僚制を主題とする研究を行った。近年、陸軍省・参謀本部といった省部関係に関しての研究は進展しつつあるが、軍事参議院・侍従武官府・元帥府なども含めて研究はなされていないため、天皇制国家の軍事諮問・補佐機関である軍事参議院・侍従武官府・元帥府などの機関も含めて、軍事官僚制との関係から見直す必要もあると考え、これらの軍事諮問・補佐機関に関する調査・研究を行った。これは、従来検討されてこなかった軍事諮問・補佐機関も含めて検討することで、戦前日本の軍事官僚制を総体的に把握し、かつより本研究課題を立体化させることを企図したものである。上記の主題を検討するため、国立国会図書館憲政資料室所蔵の牧野伸顕関係文書や財部彪関係文書、樺山資英関係文書、大山巌関係文書、そして上原勇作関係文書や立花小一郎関係文書など、薩派と呼ばれた人物や上原勇作および上原系と目された人物の文書を調査・収集し、また首都大学東京本図書館所蔵の上原勇作関係文書についても再検討するため、調査を行った。そしてその成果については、2016年12月17日に開催された立命館史学会大会にて「軍事諮問機関小論」を報告した。陸軍内部の派閥抗争および近年研究が進んだ陸軍省・参謀本部の関係からの観点も踏まえて、従来検討されてこなかった1920年代における元帥府・軍事参議院をめぐる対立の展開過程について報告した。
