项目摘要

研究課題となる「人の移動と人間の安全保障：難民の再定住と社会統合の人類学的研究」を中心に、１年度目は人の移動の意思決定過程について日本の第三国定住事業によるミャンマー難民の受け入れを具体的な事例として考察を行なった。採用2年度目は、文献資料等を中心とした分析により人間の安全保障を守り、日本に適した難民政策の可能性について考察を行った。日本の難民政策には第三国定住制度が2010年に新たに加えられたが、制度が開始して以来、様々な情報が錯綜し、体系的に分析する研究はなかった。難民を取り囲む複雑な利害関係が絡み、政策という大きな枠の中で支援される側の難民の視点が欠如していた点を考察した。タイ及び国内でのミャンマー難民を対象に行った調査では、コンテクストを重要視し、全体的脈絡を踏まえて、言動の意味の解釈を行い、分析を行った。難民キャンプという閉ざされた空間の中で存在した独自のネットワークから隔離される難民。マッセイ（移民研究者）は親族や知人を通じたネットワークは移民に経済的、社会的な支援をもたらすと指摘する。まさにこの点が現在の再定住事業を通じて受け入れられた在日難民が社会的自立を難しくしている原因であろう。ゴッフマン（社会学者）はこうした、庇護された空間を、「外部社会から遮断され、自己の無力化、役割の剥奪を強いられる不自由を経験する。難民は過大な精神的負担、心理的な圧迫を感じることになる」と説明する。タイに滞留する難民や難民支援関係者や政府関係者を対象とした聞き取り調査、文献調査等で収集した情報をもとに多角的に問題を捉え、研究結果をまとめた。難民受け入れの国際的圧力を受け、国内の治安維持を求められる日本にとって第三国定住を通じた人道支援は、「人間の安全保障」を掲げて推進する日本にとって難民政策の柱になりうる。その難民政策の可能性について考察し、明らかにした。
