项目摘要

本研究の目的は、紛争により橋や道路などの流通基盤が崩壊したコンゴ東部において(1)零細商人がどのように商品流通を再編・回復しているのかをまず明らかにし、(2)ローカルの持つ潜在力に立脚した社会復興への道筋を検討することである。本研究課題の最終年である2017年度は、これまでに収集した一次資料の分析をもとに、日本アフリカ学会・ヨーロッパアフリカ学会にて口頭発表を行なった。その後、7月から10月までの3ヶ月間、コンゴ北東地域を網羅する広域調査を実施した。現地調査では、州都キサンガニと後背地である内陸地域とを結ぶ定期市流通システムの動態ならびに現地の人々の手で編み出された流通手段の革新とその普及過程に着目した。その結果、紛争という危機に直面した人々は、従来の定住的な生業形態を柔軟に改変しながら移動性の高い零細商業への参画を深めていく様態が観察された。また、現地商人は、中国などのアジア諸国から流入する安価なモーターや彼ら自身が持つ在来の知識・技術をブリコラージュ的に組み合わせることによって河川流通システムの機械化・大規模化を実現していることが明らかとなった。すなわち、コンゴ紛争終結からの10余年をへて、人々は、河川という自然環境を積極的に活用し、都市と農村を結ぶ自生的な商品流通システムを創出しているのである。このような河川にもとづく流通システムの拡大を企図して、流通から遮断された森林内部の農村住民と共にチュアパ州ジョルから赤道州ンバンダカに至る合計800kmのボートトリップを敢行した。今後は実施したアクション・リサーチの結果を分析し、人々の自発性・内発性をいかした流通再建モデルを地域全体にどのように普及していくのか考察を加える。以上の分析を通じて、現地の人々のみで援用・普及可能な地域復興モデルの創出を目指す。
