项目摘要

前年度に引き続き2000年以降のプーチン政権における「垂直権力の構築」の過程における統治機構の変容およびエリートの動態に関する研究を推進した。平成28年度は，法令データベース等を用いた分析を進め，6月にはロシア連邦における調査活動を実施した。本研究成果の一端は，査読付き論文（「プーチン政権下の現代ロシアにおける国家安全保障政策の形成－『プーチン‐パートルシェフ・ライン』と安全保障会議附属省庁間委員会」『ロシア・ユーラシアの経済と社会』第1009号，2-21頁，2016年）において発表した。本論文では，安全保障会議附属省庁間委員会，とくに戦略立案問題省庁間委員会に焦点をあてて，法令や人事政策等を分析した。同時に，パートルシェフ安全保障会議長官（兼戦略立案問題省庁間委員会議長）のキャリアがプーチン大統領と極めて密接に関連していることに注目し，これを「プーチン-パートルシェフ・ライン」と位置付けた。その上で，安全保障会議長官による命令の発令及び「プーチン-パートルシェフ・ライン」を背景として，戦略立案問題省庁間委員会の決定は，各省庁にとって重要な意味を持つものであると指摘した。そして，国家安全保障戦略の形成過程における戦略立案問題省庁間委員会の機能がパートルシェフ安全保障会議長官のもとで拡大しつつある，と結論付けた。また，本論文では，「ロシア連邦国家安全保障戦略」の改訂（2015年12月31日承認）に関して，2009年5月12日に承認された「2020年までのロシア連邦国家安全保障戦略」との対比における戦略環境認識や対外政策の変容についても言及した。
