本研究では、市街地の低密化とは、人口減少に起因する空間における不確実性の１つの現れ方であるという観点に基づき、人口減少に起因する不確実性によって発生している問題をその他老朽化等のマネジメント上直面する不確実性から切り分けて分析の対象とした。特にその不確実性の発生元である利用者と、その不確実性の負担先がどのような状態にあるのか、さらにそのマネジメント方針として、不確実性の発生元に負担先を求めるメカニズムがいかに実現可能であるかという視点で、需要と供給の対話型再編に向けた基礎研究を行った。具体的には、受益者が明確で外部性の影響を考慮する必要が小さい水道事業を対象とし、工業用水および別荘地水道の運営実態について事例研究を行った。その結果、工業用水では責任水量制に則って需要の変動にかかわらず当初契約通りの料金支払いを厳密に履行する制度と、減量負担金によりユーザー間で自己責任の転嫁が生じることを防止しているメカニズムが明らかとなった。また別荘地水道では別荘利用者という需要がまばらな供給先に対して、基本水量を高めに設定したり、契約廃止と再契約時の加入金および契約再開料の支払いを定めたりすることで、水インフラをいつでも使用できる状態に維持するというだけでかかるコストを回収していることが確認できた。また、利用しない土地に対して、現行制度では周辺への外部不経済が大きく、当の原因をつくっている土地所有者が問題の構造から除外されている。本研究で検証したメカニズムは、料金制度やペナルティとしての金額の大小ではなく、いかに不確実性の発生源がその不確実性に起因するコストに自覚的になるかという点が重要である。再編計画上このメカニズムが発効するためには、不確実性の発生源と負担先に乖離があることについて広く理解を醸成し、各主体がメカニズムに従う動機を強める必要があるという示唆が本研究から得られたと考える。
