前年度と同様、平成29年度は許認可権限の行使過程において複数の行政機関が連携する現象について検討を行った。その際、考察の対象をドイツ国内法からEU法へと広げた。今日、EU法の執行過程における行政機関の相互連携の必要性が盛んに説かれており、かかるEU法に関する議論がドイツ国内法に及ぼす影響を分析する必要があると考えたからである。EUにおいては、加盟国間で統一的な内容のEU法の執行を実現するために、第一に、加盟国間の行政機関相互の連携が要請されることがあり、第二に、EUの機関と加盟国の行政機関の間でも相互連携を実現するための法制度が整備されている点に着目し、これらの連携構造に共通する特色について、立法資料や学術文献等をもとに分析した。これにより、従来的な説明による加盟国の行政機関による間接執行か、EUの機関による直接執行かという二分法的な捉え方が必ずしも実態に沿うものとは言えず、相互連携を基盤としたモデル化が提唱されていることを解明した。なお、資料の収集にあたっては、日本国内に存在しないものについては、国外の機関に借用・複写を依頼した。さらに、EUにおける行政機関の連携構造をドイツ国内の連携構造を整理・体系化する際のモデルとして参照しようと試みる議論について、学術文献をもとに明らかにした。これにより、EUの特殊な行政連携構造から共通する要素を抽出し、ドイツ国内の法制度の分析に応用しようとする試みが一部において存在することが明らかとなった。最後に、以上の議論動向を素材とした論文を執筆し、その内容の一部を平成29年12月25日に提出した学位（博士）申請論文に反映した。
