人間の福利の維持・向上は，持続可能な開発目標の根幹をなす。しかし、従来の経済・社会指標では人間の福利や、人間社会の持続可能性が十分に示されないことも指摘され、中でも自然との関係が人間の福利にもたらす便益は、政策現場で把握されず、過小評価されている懸念がある。本研究は、新潟県佐渡市を対象に、有形・無形両側面から、包括的福利、すなわち持続可能な開発における、住民と自然環境の関係の重要性を検証した。まず、これまで国レベルで行われていた包括的富指数(IWI）を地域レベルに応用し、実際の推計上の問題と、理論的拡張の必要性や可能性を明らかにした。それらを踏まえ、二次林や漁業など、これまで考慮されてこなかった要素を加え試算を行うとともに、佐渡島全域の住民を対象に実施したアンケート調査をもとに、これまでのIWIで捉えられなかった、主観や精神的側面に関する要素の抽出と定量化を行った。既存研究に基づいて構築された構造方程式モデルにより、土地への愛着心（Place attachment）や社会関係資本が回答者の主観的福利を向上させる傾向、そして自然観が二次自然などの質・量の向上に寄与していることが示唆された。これらの結果により、これまでのIWIには表れない、地域の人々の主観的な自然観も、人間の福利にとって無視できない要素となり、持続可能な開発政策において考慮されるべきものである、と結論づけられた。さらに、IWIで考慮された物理的環境と、補完的アンケートにより提示された主観的認識の関連を、統計的に関連付けることに成功した。これらの成果により、自然と人間との関係の有形的側面・無形的側面、それぞれが人間の包括的福利、すなわち持続可能な開発にとり、不可欠な要素であることが示された。また、現在の政策ではこれらが十分に考慮されておらず過小評価されているため、持続可能な開発の次なる課題として提示された。

This study demonstrates the importance of the relationship between Niigata City and the physical, intangible, social, and natural environment. In addition, the rich index (IWI) included in the survey was clearly identified as a geographical indicator, a practical problem, a theoretical necessity, and a possibility. The study was conducted to quantify the factors related to Sado Island's overall population. The existing research foundation constructs the structural equation, the land and the love heart (Place attachment), the social relations capital and the respondent's main welfare upward tendency, the natural relationship and the second natural relationship upward tendency and the quality upward tendency. The result is that IWI is the natural environment for the people of the region, the welfare of the people, the factors for the development of policies, and the conclusions. The IWI considers the physical environment, the completion of the task, and the recognition of the relationship between the host and the statistical task. The tangible bottom of the relationship between nature and human beings, the intangible bottom of human beings, the welfare of human beings, the possibility of development, and the elements of non-existence. The current policy is very important to consider and maintain the possibility of developing new issues.
