项目摘要

今年度は前年度に都市農業の社会・経済的機能を明らかにすることを目的として実施したアンケート調査およびヒアリング調査（対象地域：横浜市、松戸市、市川市、日野市、東村山市）のデータを用いた分析活動および社会還元活動を中心におこなった。アンケート結果を用いた分析について、農業経営のアントレプレナーシップが革新的なマーケティング管理ツールの導入の決定要因になっていることを解明した。また、都市農業の多面的機能の発揮に有効と考えられる農業経営の事業多角化に関して、農業経営の経済的成果に加えて社会的成果を達成するためには、事業多角化を適切に管理する能力が決定的に重要であることを示した。特に、従来的な農産物直売や小売店向け販売などへの多角化ではなく、より多様な事業分野への多角化こそが農業経営の持続可能性に決定的である点を示したことは新規性のある結果である。さらに、都市近郊地域における持続可能な農業経営の特徴とその分布を解明した研究では、アントレプレナーシップ、経営管理能力、ネットワークの各側面から先進性の高いと評価できる多角化経営が一つのクラスタを形成していた一方で、そうした先進性の非常に低い多角化経営も共存していることが示された。横浜市、松戸市および市川市の農業経営18件の事例調査では、事業多角化と経営発展の相互関係を解明することで、新規就農者への適切な権限移譲による新規事業の開始、事業成長に伴うアントレプレナーシップや経営管理能力の向上といったプロセスの存在を示した。最後に、本年度のアウトリーチ活動を整理する。まず、2018年８～９月にかけて各自治体やJAの職員向けに研究報告活動をおこなった。さらに、９月には東京都で実施されたJA職員および農業者向けの農地保全基礎講習会において事例調査の内容に関する報告を実施した。また、2019年３月には松戸市の農業者向けに報告会を実施してた。
