本研究の目的は、タンザニアにおける土地紛争の回避に向けた農業イノベーションの可能性を探究することである。平成29年度は、タンザニア南西部の農村で、外部の技術や知識の導入が生産システムにどのような変化を生んでいるのかを明らかにするために、特に、農業機械と灌漑作、兼業化に焦点をあてて現地調査をおこなった。まず、農業機械は収量を増加させたり、労働効率を上昇させる。また、現在の主要な労働力であるウシの役割を代替することで、放牧地を縮小できる。現地調査の結果より、農業の機械化についてはあまり進んでおらず、むしろウシへの依存度が高まっており、乾季後半の土地不足が深刻になっていることが明らかになった。しかし、飼料の不足を補うために、トウモロコシのふすまを利用するなどの土地不足の影響を軽減しようとする工夫もあった。次に、湧水を利用した灌漑作は、農閑期に余っている労働力や土地を活用することで、畑を拡大することなく増収を可能にする。灌漑畑では、市場の動向を読みながら、換金性の高い作物を年毎に選択していることがわかった。具体的には、2015年度にはタロイモが換金性の高さから調査地でブームになっていたが、2017年度には価格が下がってしまい、一部の農家はサトウキビへと作付を変化させて収入を高く維持しようとした。そして、兼業化に関しては、多くの若者が、農村から近い町に移住しており、農業も続けながら、町で小売業や流通業などに携わるなど、親世代とは違った生計維持戦略をとるようになっていた。以上のように、機械化については大きな進展はみられなかったが、灌漑作と兼業化については土地不足を軽減する生計手段として浸透しつつあることが明らかになった。
