项目摘要

本研究の目的は、アフリカ農村における湿地の耕地化が環境および人々の生活におよぼす影響を分析し、地域の伝統的な資源管理慣行とその変容を考慮しつつ、内発的発展に向けた湿地の利用と管理のシステムを構想することである。この目的を達成するために平成25年度は、タンザニア・ムベヤ州における現地調査および国内での文献調査をおこない、研究会での発表を通して内容を深めた。アフリカ地域研究資料センター主催の第196回アフリカ地域研究会および、タンザニアの中心都市ダルエスサラームで開催された第13回タンザニア・フィールドステーションセミナーで研究内容について発表し、各専門家や研究者から貴重なコメントをもらった。研究会では、季節湿地の耕地化をめぐる住民の対立について発表した。特に、人々が湿地の多元的な価値を認識し、一部を放牧地、その他を耕地として利用していくことで合意にいたるまでの交渉プロセスを示した。ボジの事例では、こうした交渉が、人々が有益な資源を持続的かつ平和に利用することにつながったが、現在のアフリカでは、権力者や外資系企業などの前に地域の人々の交渉が無力におわることも多い。今後は、農村の資源管理に果たす行政の役割について分析を深める必要性を感じた。一方、本研究で注目してきた資源の「共有形態」は、環境保全に一定の貢献が期待される。なぜなら資源を共有することで人々が個人的に土地や資源を好き勝手に扱うことが難しくなるからである。また、資源の共有によって地域の共同性が保持され、それが人々の生計維持を保障する基盤にもなる。本研究で明らかになった共有資源に対する人々の多様な価値づけや、折り合いの過程を実践的な視点からとらえなおすことで、地域社会が草原や林などの資源を共有しつつ持続的に利用していく方法を模索することが次の課題である。
