项目摘要

都市の公共政策は、都市空間を個別要素に分解し、要素ごとに法律体系を整えてきた。例えば都市の自然環境に関わるものだけでも、都市公園法、都市緑地法、農地法、河川法、景観法などがあり、個々の空間が別々に管理されている。しかし、公共政策が都市空間へ与える影響は複雑である。そこで本研究では、複数の公共政策と経済活動の相互関係に着目し、それらが都市空間に与える影響について研究を進めてきた。具体的には、都市公園（A）、都市農地（B）の都市空間を対象とした。（A)新たな都市公園政策として、2017年に、公園内に商業施設の立地を促すPark-PFI制度が創設された。本研究は、本制度の効果と課題を解明するため、自治体へのアンケート調査と聞き取り調査、公園と商業施設の空間調査を行った。その結果、全国で実施される政策にもかかわらず、政策の効果は経済競争力の高い大都市中心部に限られ、地方や大都市郊外では意図した政策の効果が得られていないことが分かった。研究成果は、査読論文として発表した。さらにこの成果は企業との合同研究会に発展している。（B)近年、世界的に都市農地の多面的な機能が注目される中、日本では農業政策と都市政策の競合の結果として残存してきた小規模農地をまちづくりに活かす機運が高まっている。本研究は、農業政策と都市政策が農住混在空間の形成に与えた影響を解明するため、農地と宅地の境界面の空間構成を指標として選定し、地理情報システムを用いて空間解析を行った。研究の結果、農地に隣接した住宅地は、直接的には農業政策の影響を受けていないものの、都市政策だけでなく農業活動の影響を強く受けていることが明らかになった。研究成果は、国内外で学会発表2件を行った。加えて、所属する研究チームで国際会議を共同主催し、シンポジウムに登壇した。
