项目摘要

本研究の目的は、難民生活における学校教育の長期的な影響を、シリア難民の事例から、ライフコース分析により明らかにすることである。本年度は追加的に現地調査を行いながら研究のまとめ作業に従事し、以下のことが明らかになった。近年の難民教育分野では公教育への統合が原則となっている。しかし公教育は「難民を統合しても包摂はしない」と言われ、難民に適した教育を提供できているとは言い難い。特に一次庇護国における難民教育は、緊急期後もアクセス拡大や卒業資格など即物的な基準を重んじる傾向にあり、第三国や紛争後社会で行われているような教育の質をめぐる議論が進んでいない。シリア難民の一次庇護国であるレバノン、ヨルダンでは難民家庭の教育疲れが顕著に見られた。多くのシリア難民の保護者は教育の重要性を理解し、体罰や生徒間の暴力といった不安を抱えながらも就学を継続している。しかし、公教育の質の低さに失望し、就学後の展望に期待できないと語る者も少なくない。困窮した生活状況をさらに圧迫する教育コストに加え、教育の質の低さがもたらす教育効果の不明瞭性は、難民が持つ本来の教育熱を吹き消す多重的要素となっている。一方で、直接の教育受容者である就学者は、就学の先に第三国での新たな機会を展望し、「国外へ行っても嘲られないよう、強い人間になりたい」と学ぶ意欲を示す。不就学期間を何度も重ねて20代半ばで中等教育を修了しながら、さらに高等教育を志し挑戦を続ける若者も存在する。彼らにとって就学経験は就学者自身のみならずその家族のライフコースを導く原動力であり、就学の中断は家庭全体の停滞を表すほど、家庭にとって重要な位置を占める。それだけに質の低い教育が難民家庭に及ぼす影響は大きく、一次庇護国においても、よりミクロな視点に立って教育内容を構築し、難民の就学後のライフコースを可視化する質の高い教育の形成につなげていく必要がある。
