项目摘要

本研究課題は、米軍統治期の沖縄社会の実像について労働、財政といった分野からアプローチすることを目的としたものである。特に本年度の研究活動では、これらの分野における米軍当局の政策が、沖縄社会の農村的性格を拭い去る上で、重要な役割を果たしたことが明らかとなった。すなわち、１９５６年の島ぐるみの土地闘争は、戦後沖縄の米軍占領を根底から揺るがせたが、その沈静化・再発防止を企図した米軍当局は、基地経済下で温存されてきた村落的共同性の解体を目的として、労働・財政政策を中心とした政策転換に踏み切ったという筋道が浮かび上がってきた。特に、労働・財政分野における政策的介入によって復帰運動の規模的な発展が促される一方で、その急進化が抑制されたことを明らかにしてきた。すなわち、①米軍当局は、経済・財政政策を通じて農村住民を不断に都市部・基地周辺の労働者へと転化しつつ、②労働政策を通じて、それらの人々を自らの生活水準の向上にのみ関心を持つ穏健な「マイホーム主義者」へと訓育すべく政策的統制を加えたのであり、③復帰運動は自ら掲げた「反戦・反基地」と「本土並みの生活と権利」という２つの目標の間で引き裂かれていくという筋道が、本年度の研究活動から浮かび上がってきた。これは基地を温存したまま実現された日本復帰に対して、基地問題の争点化を求める大衆運動の発展が見られなかったことや、現在の沖縄社会で問題化されつつある共同体的性格の喪失の歴史的背景に迫る上で重要な知見と考えられる。
