22年度は、まず昨年度に実施した、652の自治体から回答が得られた、「全国地方自治体における外国籍・外国ルーツ職員の雇用実態調査」の資料を整理するとともに、いくつかの自治体への外国籍・外国ルーツ職員の雇用状況に関するヒアリング調査を実施した。「雇用実態調査」の結果と、代表者の長坂と分担者の高畑によってなされた3つの自治体へのヒアリング調査の途中結果は、長坂と高畑が、ひろしま多文化共生研究会において発表した。ヒアリング調査結果の比較からは、同じように製造業に外国籍住民が雇用されることが多い自治体であっても、多文化共生への取り組みの違いなどから、外国籍職員の雇用実績・実態はかなり異なりうることが示唆された。それらの自治体調査に加えて、メンバーはそれぞれの調査を実施した。分担者の上水流は、広島県内で自治体の外国籍住民の実態調査を実施した他、地域おこし協力隊における外国籍の隊員の雇用実態について、複数の自治体に聞き取りを実施した。同じく分担者である河本は、中国帰国者支援交流センター職員にインタビューを行った。調査対象となったセンターでは、日中二言語に堪能な残留孤児・婦人の子や孫を雇用して、支援活動を行っている実態が明らかとなった。研究協力者である本間は、前年度実施した、関西地方の母語支援員と学校、保護者との関係についての調査を継続して行った。22年度は、関係者と定期的に情報共有を行い、対象地域の日本語指導体制の変化がそうした関係にどのような影響を与えたかなどを調べた。3月に広島大学で研究会を開催し、これまでの調査結果と今後の調査予定を共有し、成果公表計画案も策定した。なお、コロナ禍において、自治体調査や外国籍の自治体職員への調査資料の収集が十分にすすめられなかったこともあり、研究期間を延長し、2023年度も引き続き調査と調査資料のまとめを行うこととした。
