2000年代に入って日本の森林政策には明治以来の大変革と言って良いほどの大波が到来している。政府は林業の成長産業化と森林資源の適切な管理の両立を図るため、新たな森林経営管理制度の下、森林環境税の資金を投入して「新たな森林管理システム」を構築しようとしている。しかし、この政策には対象となる山林の地籍が未だ十分整備されていないという大きな陥穽が存在する。ここで言う地籍とは、人における戸籍と同様、一筆ごとの土地について、所有者、位置、境界、面積などの基本的な重要情報を示したものである。特に、位置、境界、面積を地図上で確定することが重要となるが、日本では、登記所の公図は、明治期の地租改正に伴い作られた図面に依拠するものが少なくなく、境界、面積が不正確なものが多い。この問題の克服が上記の政策の成否に大きく関わるであろう。それゆえ、本研究はこの山林の地籍問題に学術的な観点から挑戦してその実情を明らかにするとともに、日本の森林政策の動向も把握して、相互の関係を検討し、今後の施策に貢献することを目指す。本研究では、①地籍調査の進捗プロセスと要因の解明、②地籍調査の進捗率と他の地域要素との関連の検討、③地籍調査状況を踏まえた森林管理モデルの構築、以上３つを課題に掲げた。2022年度は①については、地籍調査の進捗が著しい県として和歌山県を対象に聞き取り調査と資料収集を行い、地籍調査の進捗プロセスと、その進捗規定要因について検討した。②については、国土交通省から入手した市町村別の地籍調査進捗率のデータをもとに進捗率の規定要因に関係すると思われる変数を追加し分析作業を行なった。さらに③については奈良県下の地籍調査の遅れている町村を取り上げ、登記所の地籍データの入手と分析作業を行なった。筆数が多いため入力作業に手間取ったが、2023年度は③の分析を本格化するとともに、①と②について補足調査を行う。

In 2022, the progress of cadastral survey will be completed due to the investigation of Wakayama's data collection, cadastral survey progress, and other requirements. (2) The Ministry of Land, Infrastructure and Transport shall conduct additional analysis on the progress rate of municipal cadastral survey, the regulation of the progress rate and the relationship between the factors. In addition, the cadastral survey of Nara Prefecture was carried out in the village, and the cadastral survey of the registration office was carried out in the village.
