本研究の目的は、大規模盛土造成地と市街地展開の立地関係や対策実態を明らかにした上で、人口減少時代における大規模盛土造成地整備のあり方を検証することである。具体的には、1)大規模盛土造成地の立地特性と対策最前線の実状の把握、2)市街地展開との特性を踏まえた今後の整備のあり方の検証、3)マクロな都市経済的視点からみた大規模盛土造成地問題のインパクトの検証を行う。2022年度の成果は以下のようである。1)及び2）はケーススタディ段階にはいり、同時並行で進めている。初年度調査で対象とした大規模な滑動崩落防止事業を行った仙台市は、整備箇所が非常に多い上、実施から時間経過していることから正確な実施状況がつかめなかった。そこで、熊本地震で多数の活動崩落防止事業を実施した熊本市と益城町をケーススタディした。現地視察や担当課のヒアリング等をした上で提供可能なデータの範囲で、整備箇所や地盤改良等との方法を調査した。その上で、改良方法と市街地特性との関係等の分析を進めた。熊本市及び益城町の滑動崩落防止事業は、改良手法の適用方法や民地への施設整備に対する整備後の施設の扱いが異なる点、市街化区域と市街化調整区域における対応の違い等が明らかにされた。3)について、熊本市や益城町を対象として、熊本地震の被害と都市経済に与えたインパクトの影響を分析した。熊本については、球磨川流域の河川災害も深刻であったことから、これらも含めて、同県や関連市町への経済的影響を分析した。
