本研究では、以下の3つの視点から、復興検証を進めることを目指しているが、研究２年目にあたる本年度は、東日本大震災及び福島原発災害からの復興事例を中心として先行研究の収集・レビューを継続実施し、検証実例及びそこで採用されてきた検証枠組みの整理・検討を進めた。特に、過年度に行った復興庁による教訓集（ひょうご21世紀研究機構受託）に加え、2022年10月から活動を始めた復興庁「東日本大震災からの復興政策10年間の振り返りに関する有識者会議」の報告書案（令和５年３月）や議事録等の記述も重要な参照資料として取り上げることとした。①復興検証及びそのメタ評価を行う際の評価理論の検討、②研究領域別ロジックモデルの確認と検証フレームワークの構築、③社会的モニタリングと再帰的ガバナンスの実現体制の検討以上を通じて、市民意識調査等を通じた復興成果・課題の事例調査を実施するとともに、検証対象とすべき課題（政策領域別の復興目標と手段）の体系的整理を行った上で、1）復興の空間スケール：（国際・）国・県・市町村・地域コミュニティ、2）復興の事業／評価主体：政府・企業・NPO/NGO・住民組織等　の動きをフォローしつつ、評価理論に関わる研究蓄積と検証成果の確認を進めている。また、筆者等が民間セクターとの協力の下で毎年実施してきた東日本大震災復興シンポジウム「みやぎボイス」の場を活用して、2022年度も「復興検証のテーマ：様々な立場から考える復興検証の目的とその中心」を開催し、都市計画・行政学・経済学・建築行政等の専門家との対話を行うとともに、日本学術会議「災害・復興知の再審と社会的モニタリングの方法検討分科会」における活動にも参加し、公開シンポジウム「東日本大震災の復興をめぐる社会的モニタリングの方法と課題（2022.09.17）」で成果を報告した（成果は『学術の動向』に投稿済み）。
