本研究は、ミャンマーの園芸作物輸出ブームにおける農地の利用と所有の変化を検証するものである。途上国の各地で商品作物ブームにより農地の収奪が起こっているのとは対照的に、ミャンマーの中国向けメロン輸出ブームでは、農地の収奪は顕著でなく、小農も包摂しながら生産を増やしてきた。輸出ブームのなかで、農地の利用と所有がどのように変化して、この新規の商品作物の増産に至ったのかを、本研究は明らかにする。本研究の初年度は、過去の予備的調査をもとに中国向けメロン輸出の概要を記したKubo, Pritchard, and Phyo (2021)を公刊した。メロン栽培で農地の収奪が生じず、農地のレンタルが盛んな理由の一つとして、連作障害に弱い単年作物というメロンの作物特性が影響している可能性を示した。生産者は連作障害を避けるために農地レンタルによる輪作を活用していると考えられる。本研究の２年目にあたる本年度は、単年作物であるメロンとの対比で、果樹作物の輸出ブームについてタイの事例を分析した。果樹作物の栽培は植樹から収穫まで歳月を要する投資であるため、農地の集積はレンタルではなく土地売買で進み、作物ブームの過程で農地の収奪がみられる。ただし、農地の集約のペースは、投資家の資金制約だけでなく、労働力の制約からも影響を受けていることを確認した。果樹作物は収穫に大量の労働力を必要とするが、農村部ではそうした労働力が調達できるとは限らない。国境地域などでは移民労働者の流入が増えると、この制約が緩和されて、結果的に果樹栽培の土地収奪が加速するという事例を示した。
