项目摘要

本研究の目的は、19～20世紀前半を対象に、国有林野・御料林経営の成立・展開と地元地域社会との関係を、林野庁森林管理局に伝来した歴史資料を活用して解明することである。本研究を通じて、国有林野・御料林が卓越した地域について、その歴史的特徴を析出したいと考えている。2年目である2022年度は、研究実施計画に沿って、関係史料のデジタルデータ化（デジタルカメラで撮影）による収集を進めた。また、調査対象地域のひとつである秋田地域をとりあげ、施業案関係資料等を用いて、下記のとおり明治期の官林・国有林野の資源状況や利用の特徴を分析した。1890年4月、農商務大臣の指示により、秋田大林区署は官林の仮施業案を編成した。実務は各小林区署・派出所が担当し、面積・樹種・林齢・本数・材積等が把握され、毎年の伐採高等が計画された。こうした仮施業案から、阿仁銅山小林区・長木沢小林区を例にとり、樹種別本数の割合を検討した結果、植生に相違が認められた。その後、1899年の国有林野特別経営事業開始により、秋田大林区署管内の国有林についても施業案・同説明書が作成された。説明書には地況・林況、木材需給と他産業との関係、施業方針等が記載された。阿仁合小林区大又事業区の施業案説明書（1910年作成）を例にとると、利用は阿仁鉱業所への払い下げが主であった。本分析の成果は、近代の国有林野において、小林区・事業区ごとに森林資源の状況や利用に特徴があることを示しており、国有林野経営の展開と地元地域社会との関係を追究するうえで重要な知見と考える。
