项目摘要

本研究は、政策デザインをはじめとする政策研究の諸理論が、政策目的・政策規範をどのように位置づける（べき）かを主としている。本年度の課題は、上記課題に対し、政策デザイン・政策手段として論じられている文献を渉猟し、理論的裏づけのもとにまとめることであった。その課題にたいし、以下二点のアプローチのもと研究を進めた。第一に、ウィキッド・プロブレム研究や政治理論研究からの示唆を踏まえると、政策デザイン方針にいかなる示唆がもたらされるか、という方向の理論的研究である。より政策実践にかかわるウィキッド・プロブレムに焦点を当てる議論と、政治理論をはじめとする理論的な裏づけを探る議論の、ふたつの方向性それぞれについて執筆を進めた。第二に、より政策実践に焦点を当て、そこから理論的示唆を得る研究である。具体的には、「エビデンスに基づく政策作成（EBPM）」を題材とし、政策目的・政策デザインとの関連を論じる研究成果を発表している。その成果の一部は下記のかたちで発表されている。「エビデンスに基づく政策形成（EBPM）における「適切なエビデンス」」『金沢大学経済論集』43(1)。この成果は、先述した研究アプローチのうち後者にあたる。EBPM関連の成果に加え、次年度刊行予定の政策デザイン・政策規範への理論的研究の原稿を、邦語・英語でそれぞれ一点ずつ、執筆・提出している。こちらが、先述の整理のうち、前者にあたる政策デザイン方針への理論的研究にあたる。
