本年度は、昨年度の研究成果とこれまでの研究とを接続させることを念頭に置いて、研究に取り組んだ。具体的にはWoodward, E.L. and Butler, R. (eds.), Documents on British Foreign Policy 1919-1939, First Series, 27 vols.(London: HMSO, 1947-1986) などの公刊史料を中心にした1920年代のイギリス外交に関する史料の分析結果と、これまで行ってきた1890年代から1920年代までの日英同盟に関するイギリス外交の研究がどのように結びつくか考察した。その結果、特に日英間の軍事協力の困難さは1920年代に限らず、1890年代から見られることが明らかとなった。その理由としてグローバルな帝国防衛を重視するイギリスの政策決定者と、東アジアを重視する日本の政策決定者の間で生じていた、対外関与の優先順位を巡る齟齬が影響していることが考えられる。以上の点を立証するためにイギリスの政治家や外交官の未公刊の私文書および、内閣や外務省の公文書を幅広く調査する必要が生じたので、イギリスにおける長期的な史料調査の計画を立てた。新型コロナウイルス感染症の影響もあり、残念ながら計画の実現には至らなかったが、その過程でアーサー・バルフォアおよびエドワード・グレイといったイギリスの政治家や、帝国防衛委員会および外務省といったイギリスの政府機関が果たした役割について、理解を深めることができた。

This year's research results are different from those of last year's. Woodward, E.L. and Butler, R. (eds.), Documents on British Foreign Policy 1919-1939, First Series, 27 vols. (London: HMSO, 1947-1986) The results of the analysis of the historical materials related to Japanese calligraphy in the 1920s and the study of Japanese calligraphy in the 1890s and 1920s are presented. As a result, the difficulties of military cooperation between Japan and Britain were limited to the 1920s and 1890s. The reason for this is that Japan's policy makers have to pay attention to foreign relations and priorities. The above points are confirmed by the establishment of a long-term historical data survey plan for politicians, judges and cabinet officials. The impact of the new type of infection is not obvious. The implementation of the plan is not easy. The process of implementation is not easy. The politicians, the Imperial Defense Committee and the government agencies of the Ministry of Foreign Affairs are deeply involved in the implementation of the plan.
