项目摘要

平成27年度は1894年から1905年におけるイギリスの日英同盟に対する政策の検討を行った。特に首相アーサー・バルフォア(Arthur Balfour)、植民地大臣ジョセフ・チェンバレン(Joseph Chamberlain)、外務大臣第5代ランズダウン侯爵(5th Marquess of Lansdowne)の政策を重点的に分析し、この時期の英米関係の展開がイギリスの日英同盟に対する政策にどのような影響をもたらしていたのか解明することを試みた。本研究は史料に基づく実証的な研究手法を採用しているため、上記の政策決定者の私文書の収集・分析が非常に重要である。そのため大英図書館にてバルフォアとランズダウンの私文書を、バーミンガム大学図書館にてチェンバレンの私文書を収集した。さらに慶應義塾大学メディアセンターに所蔵されている、チェンバレン文書のマイクロフィルムも調査し必要な文書をコピーした。これらの収集した私文書を分析した結果、バルフォア、チェンバレン、ランズダウンの3名ともアメリカとの協調を重視しており、英米関係の安定化に多大な役割を果たしていることが分かった。ただし英米関係と日英同盟の関連については、彼らの認識に違いが認められた。チェンバレンは英米関係と日英同盟の連関に特に関心を払ってはいなかった。一方でバルフォアとランズダウンは日英同盟と英米関係の相互作用を意識しており、特にバルフォアは日露戦争の終結前から、日英同盟を日英米同盟へと拡大することを考慮していたのである。本研究の成果は、2015年11月に甲南大学で開かれた経済史・政治外交史研究会で発表する機会を得た。今後は1906年から1923年までの英米関係の展開と日英同盟への影響について研究を進めて、本年度の成果とともに発表することを考えている。

From 1894 to 1905, the Japanese-British alliance conducted a policy review in Heisei 27. Special Prime Minister Arthur Balfour, Minister of Agriculture and Lands Joseph Chamberlain, Minister of Foreign Affairs 5th Marquess of Lansdowne, and the analysis of key policy issues, the development of relations between the United Kingdom and Japan during this period, and the impact of policy issues on the Japanese-British alliance. This study is based on historical evidence, research methods, and the collection and analysis of private documents by policy makers are very important. The British Library is a collection of private documents from the University Library. In the past few years, Keio University has made great efforts to improve the quality of its products. The results of the analysis of these private documents show that there are three important aspects to the stability of the relationship between the United Kingdom and China. The relationship between Britain and Japan and the British alliance is not the same, but the understanding of each other is different. The relationship between Japan and the United Kingdom is very important. On the one hand, the Japanese-British alliance and the Japanese-British alliance are aware of the interaction between them. On the other hand, the Japanese-British alliance and the Japanese-British alliance are considered before the end of the war. The results of this study were presented at the opening of the Institute of History and Political and Diplomatic History of Kanan University in November 2015. From 1906 to 1923, the development of the relationship between Britain and America and the influence of the Japanese-British alliance were studied. The achievements of this year were reported.
