项目摘要

本研究は、アジアや中南米の新興国で繰り返し起きている、大規模な資本流出を伴う経済危機・通貨危機に対する最適な政策について、主に理論的に研究することである。直近では、アメリカやヨーロッパでのインフレ率の上昇とそれに伴う急速な金融引き締めにより、多くの途上国・新興国で資本流出と為替レートの減価が起きている。こうした状況に対する最適な政策について理解を深める本研究の意義は、さらに高まっていると考えられる。まず、申請時の実施計画で述べた研究案①「金融政策とマクロプルーデンス政策の分析」については、昨年度までに結果がまとまったので学術誌に投稿し、返事を待っている段階である。次に、研究案②「外貨準備政策」については以下の結果が得られた。まず、国ごとの外貨準備の対ＧＤＰ比と資本規制の強さをデータで見ると、金融発展度が中間程度の国が多くの外貨準備を保有しており、金融発展度が低い国ほど資本規制を強くしていることがわかった。次に、この関係の背後にあるメカニズムを理解するために小国開放経済モデルを構築して分析した。その結果、国ごとの金融発展度が対外債務の借換リスクを決めている（金融発展度が高いほど対外債務の借換リスクが低い）と仮定すると、金融発展度が中間程度の国で最適な外貨準備の量が最も多くなり、金融発展度が低い国ほど最適な資本規制が強くなるという、データと整合的な関係を再現することができた。この成果を、マクロ・コンファレンス、米国ダラスでのMidwest Macroeconomics Meeting、および神戸大学のセミナーで報告した。
