项目摘要

本研究の目的は，(1) メタ条件の観点から共同債が景気循環に与える影響を明らかにすること，(2) 共同債を中心としたマクロ経済政策が景気循環に与える影響を明らかにすること，である。これらを目的とする理由は，共同債の導入が将来の財政同盟への一歩となる可能性があり，財政同盟は最適通貨圏となるための重要な条件であることから，通貨同盟圏経済にとって重要な出来事となるためである。この目的を達成するために，本研究では，共同債の導入をケインジアンマクロ動学モデルに組み込み，景気循環の安定性分析を行う。景気循環の安定化による均衡点での同期性の達成により，最適通貨圏メタ条件を満たすものとして考え，共同債と最適通貨圏理論メタ条件をケインジアンマクロ動学によって結合する。ユーロ共同債のベネフィットは中期的な財政同盟に向けた明白なステップであり，長期的な政治同盟に向けたステップでもある。また，財政的に脆弱なユーロ加盟国を保護したり，他の国への伝染が生じることを防ぐことが期待されている。一方でコストは財政政策に関して協調度合いが相当程度高いことが必要とされるということである。こうしたコスト・ベネフィットが存在する共同債に関する本研究の成果として，共同債の先行研究をまとめ，共同債の様々な仕組みについて整理し，理論モデルを構築するための基礎を構築した。特に，モデル分析においては，van Aarle et al. (2018) のモデルを基に，ケインジアンマクロ動学の景気循環分析へと応用し，分析を試みた。
