项目摘要

本プロジェクトでは、公企業の民営化が労働市場や経済厚生に与える影響を調査するため、寡占的一般均衡モデルを構築することを目的としている。具体的には、以下の2つのアプローチから研究を進めている。(1) 閉鎖経済における民営化の影響分析、(2) (1)のモデルを二国間貿易モデルへの拡張し、民営化の影響が国際市場に対してどのような影響を与えるのかについて分析を行う。2022年度は、(1)の結果をまとめ、国際的学術誌に論文を投稿した。この論文では、民営化によって生じる労働市場や経済厚生の変化について、理論的な分析を行っている。さらに、(1)で構築したNeary(2016)を基に、民間部門と公的部門が併存する連続多数財部門モデルを二国間貿易モデルへ拡張した。この分析では、政府が経済厚生最大化を目指すと仮定し、民営化・競争促進により、政府が公共企業の生産量を調整することで、自国の労働市場への影響だけではなく、外国政府との戦略的相互関係を通じて、外国の労働市場にも影響を与えることを明らかにしている。この結果は近日中にワーキングペーパーにまとめ、国際学術雑誌へ投稿予定である。また、今後の研究では、実証データを用いて本プロジェクトで得られた理論的予測と実際の効果との整合性を検証することを検討している。これにより、民営化政策が労働市場や経済厚生に与える影響の正確な評価が可能となり、より効果的な政策策定のための知見を提供できること目指している。
