本研究は、インターネット利用者、情報リテラシーや消費者リテラシーの指導者などを対象とする調査を多層的に実施した上で、その量的分析、質的分析の結果にもとづき、１)ネット詐欺・消費者被害に影響する要因の実証的な解明、2) インターネット利用者の情報リテラシーや消費者リテラシーの形成過程の解明、3)ネット詐欺・消費者被害の予防のための行動を促進するための注意喚起手法の解明を行う。本年度は初年度であり、打ち合わせを継続するとともに、以下を実施した。ネット詐欺・消費者被害、インターネット利用者の情報リテラシーや消費者リテラシーに関する論文や資料を、社会学、法学、教育学などの分野のほか、心理学、情報工学、経済学など、幅広い分野で収集し、分析対象や方法について、整理した。理論面では、ネット詐欺・消費者被害に影響する要因を扱う枠組みとしてライフスタイル理論を検討したほか、福祉分野への警備会社の参入事例を考察した。一方、消費者行政の関係者へのヒアリングを通じて、近年の消費者被害におけるネット関係の被害、自宅への来訪による被害など、消費者被害とネット詐欺被害の動向を把握した。また、関係するホームページを探索し、消費者相談における相談内容の区分、相談者の年齢や性別などの基礎的な統計情報を収集した。都道府県警察でのネット詐欺被害関係での相談、届出の現況についてヒアリング、資料収集するとともに、ネット詐欺被害防止のための注意喚起や広報啓発について、都道府県警察などのホームページにおける公開情報を情報収集した。一方、総務省が2022年5月に「国民のための情報セキュリティサイト」を全面刷新した内容や、「サイバー事案の被害の潜在化防止に向けた検討会」による報告書を踏まえ、サイバーセキュリティとしてのフィッシング詐欺対策やワンクリック詐欺対策について、情報を整理した。
