本研究は1970年に佐藤栄作政権が表明した、良好な日米関係を基盤として経済大国になっても軍事大国にならないという方針（「経済的大国」論と呼ぶ）が、内外のどのような壁に直面し、修正されながらも引き継がれていったのか、2度の石油危機、新冷戦、冷戦終結という三つの国際変動要因に注目して1970年代から1995年までを対象とする政治外交史研究によって検証することを目的としている。本年度の計画では、前提となる佐藤栄作政権の選択を、日米関係を軸に内政外交両面から史的に検証すると記していた。1．計画に沿って佐藤栄作に関する史料や文献を集め、現在の研究状況を整理、考察した。従来、戦後日本の対外関係は占領と講和、安保と改定という戦後草創期から議論されたのに対して、ここ数年1970年代や1980年代を始点として冷戦後を見通す研究が見られるようになってきた。それは素晴らしいことだが、時にその前史との接続がよく分からないことがあり（新しい事象なのか、そうでもないのかなど）、過去と現在を結ぶ佐藤長期政権の意義をとらえ直す作業は重要であるとあらためて考えている。2．課題の基礎となる冷戦について、様々な文献を収拾し、読んでいった。また、この時期を分析する上で有効と考えられるワールド・ヒストリー／グローバル・ヒストリーについて方法論的な考察を行った。米国と比べて日本ではヒストリオグラフィーがあまり議論されないが、1960年代後半から1970年代にかけてグローバル化が拡大する中でかつては新しい歴史学といわれたワールド・ヒストリー／グローバル・ヒストリーの方法上の特徴を考えることは視界をクリアーにしてくれる。3．佐藤政権期の施政の中でも大学紛争への対処と沖縄の問題について、資料収拾を含めて調査を進めた。佐藤政権の大学紛争への対処の中には政権の特徴や党との関係、時代の課題が現れていて持つ意味は広い。
