项目摘要

近代日本における政党内閣制の成立と崩壊について、首相選定の方式と論理の変化に注目して、首相選定者である元老、宮中官僚、天皇と、選定される側である政党、さらにそれをとりまく政治諸勢力を検討した。その結果、1924年から32年に政党内閣が連続したことは単なる結果論ではなく、第一次大戦後の新しい政治状況に対応すべく政党内閣制を導入する政治改革の試みであったことが分かった。本研究は1918年の原敬首相の選任から32年の斎藤実首相の選任までを対象とした。この時期は三つに分けられる。第一期は、1918年から24年までである。この時期は、第一次大戦後の内外状況の変化に対して政治は流動的に推移したが、政党内閣の統治能力が示され、政党政治への支持が次第に広がるなど、政党内閣制を準備した。第二期は、1924年から27年までである。この時期は、政党内閣制への指向性があり、それが首相選定者、諸政治勢力双方から認知されていく、政党内閣制の形成期であった。第二次護憲運動によって政党内での多数が政党内閣制を支持し、第二次加藤内閣成立によって憲政会が首相選定者より第二の統治政党として認知されたことが明らかとなり、田中内閣成立によって政党以外の内閣組織の可能性が気に低下した。最後の元老西園寺公望は、将来的な政権交代ルールを定めたいと考え、政党政治によって国家が統合されるよう政治指導を発揮した。そして第三期は、1927年から32年までである。成立間もない政党内閣制は成立したが故の困難に直面した。政党内閣制の展開にともない、各政治機関はその下での自らの役割を模索し、時に軋轢を生んだ。政党による国家統合は漸次進んでいたが、政党内閣の政策上の失敗とそれへ批判は、政治システムヘの批判に及び、最終的に放棄される結果となった。研究の成果は漸次公表してきた。本年度は政党内閣制の成立過程を英文紀要に発表した。
