项目摘要

本研究の目的は、先進工業民主主義国におけるグローバル化・脱工業化・技術革新といった経済の構造変動が政党システムのあり方と福祉国家のあり方にどのような影響を与えてきたのかを探ることにある。この問題設定に答えるためには、①経済の構造変動による有権者レベルにおける政策選好および政策的対立軸の変化、②有権者レベルの政策的対立軸の変化を反映した政党システムの変化、③政策的対立軸の変化による福祉国家をめぐる対立の質的な変化、以上の３つのレベルを探求する必要がある。そこで本研究課題は、各レベルでの量的データを用いた分析を通じて、ポピュリスト急進右翼政党の台頭を中心とする1990年代以降の政党システムの変化と、規模をめぐる争いから「事後的補償か、予防的投資か」という質をめぐる争いへと変化してきた福祉国家の再編成を統合的に理解することを目指している。研究初年度となる2022年度は、先進工業民主主義国において経済の構造変動が有権者レベルの政策選考と政党システムの再編成を扱った先行研究をレビューし、政党システム研究に与える含意を引き出した。具体的には、先進諸国において政党間競争が行われ、有権者が自己の利害を政党支持に反映させる政策空間が、これまでの物資的利益の分配・再分配の規模を問う左右一次元的対立から、ナショナリズムや環境保護・ジェンダー間平等・自由な性規範、移民の包摂といった脱物資的価値をめぐって対立するリバタリアン－権威主義の軸をも含む、二次元的対立へと再編された要因を探った。特に、経済構造の変化による新たな社会的亀裂の台頭という「ボトムアップのアプローチ」と、エリートの側が既存の政策課題のイシュー・セーリエンスを戦略的に変化させることによって有権者を動員する結果として政党システムの再編成が生じるという「トップダウンのアプローチ」の整理を行った。

The purpose of this study is to explore the impact of structural change on the development of advanced industrial democracy, deindustrialization and technological innovation.
